Marking the 125th Philippine Civil Service Anniversary (PCSA) milestone celebration, Apayao State College (ASC) dedicated an entire day on September 17 to honor and appreciate its teaching and non-teaching employees anchored on the theme, “Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing para sa Bayan.”

In a show of solidarity, ASC President John N. Cabansag, read the official 125th PCSA message from President Ferdinand R. Marcos, Jr, reaffirming the essential role of civil servants in nation-building.

A key highlight of the celebration was the awarding of Loyalty and Leadership awards. Dr. Nobleza C. Sadao, College & Board Secretary was recognized for her 25 years of dedicated service, while Brendalyn U. Fernando, Chief Administrative Officer; Dr. Geronimo L. Digma, Associate Professor I; Catherine T. Bangayan, Assistant Professor III; Dr. Quennie A. Berbano, Assistant Professor IV; Dr. Raymond D. Garcia, Associate Professor II; and Dr. Rey Carl V. Arimas, Assistant Professor IV received honors for 10 years of service.

In recognition of his outstanding leadership, President Cabansag, was conferred the Leadership Award for his exemplary role in guiding the College to several prestigious recognitions including ISO 9001:2015 Certification, World University Rankings for Innovation (WURI), UI GreenMetric, Times Higher Education (THE), and Philippine Quality Award (PQA) Level I – 27th Cycle.

The event also marked a new chapter as 18 newly appointed personnel took their official oath of office. From administrative aides to instructors, each employee pledged to uphold the values of civil service and excellence in higher education.

Another proud moment was the presentation of ASC’s Philippine Quality Award – Level 1 by Pres. Cabansag, recognizing ASC’s past presidents, its dedicated workforce, and the broader community for their shared commitment.

Additionally, ASC celebrated CHED’s awarding of certificates of program compliance for the Bachelor of Science in Civil Engineering and Bachelor of Science in Criminology through the Quality Assurance Office.

The day concluded with a heartwarming tribute to the lone retiree, Associate Professor Agusta B. Dangiwan, who served ASC with distinction for 34 years, 23 of which were in permanent service. Her dedication and influence in shaping generations of students were fondly remembered by colleagues and students alike.

Spearheaded by the ASC Human Resource Management Office, the event was attended by campus and college officials, faculty, staff, and students—celebrating not just individual achievements, but the collective spirit of service that drives the College forward.
